Continuing Professional Development Program

The Association of Investigators and Security Professional (AISP) is committed to the Continuing Professional Development of members to ensure the highest professional standards are maintained. This document describes the Continuing Professional Development Program of the Association.

The Continuing Professional Development program is created for the benefit of members and as a process for members to comply with the CPD requirements of the regulator. Individual members remain responsible to ensure they comply with the CPD compliance requirements of the regulator.

The regulator (Victoria Police Licensing Services Division) requires that security business licence holders meet annual competency requirements. The licence holder is required to provide the regulator with proof that her or she either has a Certificate IV in Security and Risk Management, or has undertaken 12 points of CPD with an Approved Industry Organisation over the preceding 12 month period. AISP is an Approved Industry Organisation.

The CPD program will be structured to provide members with the capacity to gain 12 points of CPD each year, with the completion date being 30 June each year. This date is set to comply with the requirement of the regulator that an exception report of member not meeting their 12 CPD point for the preceding year be provided on 1 July each year.

On 1 July each year a member who has paid his or her membership fees and any other outstanding fees for the year commencing from 1 July, and who has gained 12 points in the AISP CPD program in the preceding 12 months, will, over the following 12 months, be entitled to the designation AISP Certified Professional Investigator and/or AISP Certified Security Professional.

A certificate recognising the member's right to list him or herself as an AISP Certified Professional Investigator and/or AISP Certified Security Professional and confirming completion of 12 points in the AISP CPD program will be forwarded when membership fees for the new financial year and any other outstanding fees have been received by AISP and when 12 CPD points are accepted by AISP as having correctly been awarded for the previous 12 months.

It is a condition of participation in the AISP CPD program that the member accepts full responsibility for meeting the CPD compliance requirements of the regulator and providing evidence to the regulator that the required 12 CPD points have been achieved over the required period. While AISP may be required to provide the regulator with information about the CPD activities of members it remains at all times the responsibility of members to ensure they have complied with the requirements of the regulator pertaining to the CPD system, including notifying the regulator that they have completed the required 12 CPD points within the relevant period.

The regulator requires AISP to conduct sampling audits each year of 10% of the members who are enrolled in the AISP CPD program for investigator firm licensing compliance purposes. The audit will verify that the CPD Activity information has been accurately recorded by the member and the appropriate documentary evidence has been provided (a scan of the certificate, letter, receipt or other documentary evidence, in PDF format has been uploaded and retained on the AISP online CPD database).

It is a condition of participation in the AISP CPD program that the member releases from responsibility and indemnifies the AISP and the AISP Committee from any liabilities or losses arising if, for any reason, the regulator finds that the member has not fulfilled the CPD requirements.

A range of CPD activities will be developed each year to provide members with an opportunity to select from a variety of activities. Members will be advised of the requirements and types of activities through email and/or via the AISP web site.

If the AISP General Committee considers it is financially prudent and appropriate to do so the committee may impose a fee to enrol in the AISP CPD program or to undertake a particular CPD activity. Members will be notified in advance by email and/or via the AISP web site of any fee to be imposed for enrolment in the program or for particular CPD activities.

Members will be required to enrol in the AISP CPD program and complete the AISP Individual Continuing Professional Development Record (ICPDR). This will be in the form of an electronic Word document or an online document accessed through the AISP web site. It is the member's responsibility to complete the ICPDR, retain a copy of the document or print a copy from the web site and provide a copy of the document to the Committee, or the regulator, upon request, to confirm compliance with the Professional Development program and the achievement of the required number of points each year. The ICPDR will record information about the CPD activities undertaken by the member, including the date, type of activity, points awarded and documentary record for the activity.

While the ICPDR record system is designed as an honour system, the Association and the individual member can be subjected to a compliance audit by the regulator. The Committee reserves the right to require a member to provide evidence to support any ICPDR entry made by the member. The Committee may decline to accept the evidence provided and require the member to undertake additional CPD activities. A member has the right to appeal such a decision as detailed below.

If the Committee decides a member has or may adversely impact the integrity of the AISP CPD program or put the AISP accreditation with the regulator at risk, the Committee may chose to withdraw the member's entitlement to participate in the AISP CPD program.
